NRA Board Member, nominated by NRA Nominating Committee. Law professor, Michigan State University Law College. Works closely with NRA on firearms law issues. Participated in amicus briefs supporting the landmark Heller and McDonald Supreme Court decisions that overturned Washington, DC’s ban on handguns and ruled that the Constitution prohibits state and local governments from enacting anti-firearm laws. Played a key role in passing Michigan’s Shall Issue Carry Concealed Reform Law. Successfully defended Shooting Range Protection Act and Firearm Preemption Act in court, preventing cities and counties from arbitrarily closing shooting ranges and passing firearm restrictions that conflict with state law. In-house counsel, National Wild Turkey Federation. Former General Counsel, Association of Fish & Wildlife Agencies. Carol Frampton is an NRA Board Member serving several Board committees, including Legal Affairs, the Hunting and Conservation Committee, Hunters Leadership Forum, Blue Ribbon Committee, and as Chair of the Bylaws and Resolutions and Hearings Committees and Women’s Policies Committee.  She is Chair of the Annual National Firearms Law Seminar Committee and a Trustee and Vice Chair of the NRA Civil Rights Defense Fund.

Throughout her legal career, Carol has been deeply involved in state, federal, and nonprofit conservation governance. Her roles have included serving as the General Counsel to the Association of Fish & Wildlife Agencies in Washington, DC, pro bono counsel to the Council to Advance Hunting and Shooting Sports, in-house counsel to the Michigan United Conservation Clubs (which comprises over 470 conservation gun clubs), and as the Chief of Legal Services and Legislative Director to the Michigan Department of Natural Resources.

Carol’s passion for the outdoors is evident in her teaching and professional activities. She teaches Wildlife Law and Energy Law and Its Impacts on Wildlife at Michigan State University College of Law. She is a member of Safari Club International and the Boone and Crockett Club.  Her love for hunting, fishing, and shooting is not just a hobby, but a deep-seated passion that drives her professional and personal life. She has been recognized for her contributions with the National Wild Turkey Federation’s Lynn Boykin Hunting Award and the NRA’s Sybil Ludington Freedom Award.

Carol is the Director of the Center for Conservation Excellence Foundation, a 501(c)(3) foundation created to place wildlife law classes in law schools and undergraduate universities.  The classes cover a variety of topics, including the history of wildlife law, the states’ right to hunt constitutional amendments, the principles of the North American Model of Wildlife Conservation, and the concept that animals are property belonging to all citizens unless reduced to lawful possession, under the management stewardship of the state fish and wildlife agencies. The coursework is also available through the state bar associations’ Continuing Legal Education seminars.
